The relationship between Board of Governors performance and quality of head teachers’ financial management in secondary schools of Buhweju District

Abstract 

The study assessed the relationship between the performance of Boards of Governors and the quality of headteachers’ financial management in secondary schools of Buhweju District. A cross-sectional research design was employed to investigate the effectiveness of Boards of Governors in Buhweju District secondary schools. The study involved 210 respondents, including District Education Officers, Board of Governors members, headteachers, and school bursars. Data were collected through surveys and interviews and analyzed using both qualitative and quantitative methods. The study revealed a strong positive correlation (r = 0.72, p < 0.01) between the performance of the Boards of Governors and headteachers’ financial management. It concluded that there was a strong positive link between Board of Governors’ performance and headteachers’ financial management practices, including budgeting, accountability, school fees management, and auditing in Buhweju District secondary schools. Effective governance was found to be crucial for sound financial practices such as participation in school activities, decision-making, meeting attendance, and accurate record-keeping. The study recommended that the government should prioritize training programs to enhance the Boards of Governors' capacity, with emphasis on governance practices that directly impact financial management.
